In 2026, PuraKai earned its Garment Manufacturers and Contractors Registration from the California Department of Industrial Relations. We studied for the state competency exam, passed it, and our certificate is posted at our Los Angeles County facility, where the law says every employee must be able to read it.

What the license means
A garment license is not a marketing badge. It is a set of legal obligations under the California Labor Code.
Registration is mandatory
California law requires every garment manufacturing business to register with the Labor Commissioner. At least one qualified person in the business must pass a competency exam covering garment labor and safety law, and the registration must be renewed every year.
Hourly pay, not piece rate
Under California's Garment Worker Protection Act, garment employees are generally paid by the hour, not by piece rate. At PuraKai, everyone who sews is paid hourly.
Workers can go straight to the state
If garment workers are not paid what the law requires, they can take a claim directly to the California Labor Commissioner. Manufacturers and the brands that contract for the work are jointly responsible for specified unpaid wages and compensation. That responsibility includes us.
Operating without it is unlawful
Making garments in California without this registration is unlawful. Enforcement can include civil and criminal penalties, and the law authorizes the state to confiscate garments made by unregistered operations.
Safety is part of the exam
To register, we also had to demonstrate knowledge of workplace safety requirements, including injury prevention, emergency action, and fire prevention plans.
It stays with the workplace
The registration is not transferable, applies to our registered operating location, and must be posted where employees can read it during the workday.

Our fabric is GOTS-certified organic cotton, and we are proud of it. GOTS is a serious, voluntary certification system: manufacturers in the system are audited on site on an annual cycle by an approved certification body, problems must be corrected, and serious violations can end in suspension or loss of the certificate. That is what a private certification can do, and it matters.
A license is a different kind of promise. It is not a program we chose to join. It is the law of the state where we work. Our legal responsibility for the people who sew does not wait for an audit date, and the consequences for breaking it are written in the California Labor Code, not in a membership agreement.
